Only a day after the PCs introduced a bill to promote compliance on Freedom of Information requests, the NDP have brought forward a bill to strengthen accountability and transparency of municipal governments. Bill 23 would require all municipalities in Manitoba to put in place policies and practices including following a code of conduct that would set standards of behavior, providing notice to the public before borrowing funds for capital projects, following tendering policies to ensure spending decisions are objective and fair, and expanding existing legislation to reduce the potential for conflict of interest situations. Local Government Minister Ron Lemieux says that it’s an expectation for municipal councils, like all governments, to make decisions that are in the best interest of the municipality as a whole.
